[LCH Announce] TDC transit connected

Hi,

As announced some time ago, our TDC Transit is now live on the partial
router, in a test period - this has put our partial service to just over
107000 prefixes - over two thirds of the entire table!

So far initial feedback has been extremely positive and I would be keen
to hear of any comments you may have on the change.
