[LCH Announce] [RESOLVED] KPN failure (again)

Hello,

Our KPN transit has now been up and stable for 45 minutes or so. We will
continue to watch their network and equipment with a suspicious eye for a
while until we're sure it's going to stay that way, but it appears to be
functioning fine at the moment.
